On February 7, 2023, a Pennsylvania Commonwealth Court judge ruled definitively that the inequitable way PA funds public education is unconstitutional. It is also immoral.

And when combined with racist school discipline policies, underfunding schools in Black and Brown districts pushes those children out of school and into carceral institutions.

The voucher program that billionaires and their allies support would make things worse. It aims to dismantle public education by moving wealthier – and Whiter – families out of the public school system.

WHAT WE CAN DO:
Gov. Shapiro has proposed a historic investment in public education that serves as a down payment on rectifying the decades of neglect that have shortchanged Black and Brown children and children experiencing poverty. We support his $1.1B funding allocation, which includes nearly $900M in a new formula to make school funding more equitable.

We also support increased funding for special education, sustainable school facilities funding, as well as myriad other items included in the budget proposals, including student-teacher stipends.

Further, we call for a multi-year plan to ensure that the Commonwealth Court’s ruling is implemented with fidelity and closes the $5.1B adequacy gap.
