The Trump administration’s deployment of ICE in Philadelphia is tearing apart families and communities, forcing immigrants to live in fear. To protect all our residents, Philadelphia must stand up and fight back with bills introduced by the Offices of Minority Leader Kendra Brooks and Democratic Councilmember At-Large Rue Landau. With these bills, Philadelphia is taking a firm and unified stance to protect all of our residents.

The ICE Out package establishes laws that strengthen Philadelphia’s ability to protect the rights of immigrants in our city and enhance protections for immigrants from deportation and ICE’s illegal practices. These bills codify our “Welcoming City” policies into law, and enhance protections for immigrants to ensure that everyone feels safe, whether it’s at work, at home, at a community space, while shopping, or interacting with the City to access services.

Organizations endorsing the Philadelphia ICE OUT legislationThese bills:

  • Prohibit ICE and other law enforcement agents from hiding their identity with face coverings and unmarked vehicles; requires them to display a badge; and creates new penalties for impersonating an officer.
  • Codify the executive orders that prevent the city from collaborating with federal immigration enforcement. They ban 287(g) agreements, which allow local police to act as ICE agents; and generally prohibit city agencies from collaborating with ICE.
  • Prevent city agencies from collecting citizenship and immigration status data, and prohibit sharing any kind of personal data with ICE, keeping all of our confidential information safe.
  • Prohibiting anyone, including the city, to discriminate or refuse services based on immigration or citizenship status.
  • Prohibiting ICE from using city-owned properties as staging locations for raids and barring employees from granting ICE access to city-owned spaces like libraries, shelters, health centers or rec centers without a judicial warrant.

Philadelphians want our city to be free from Trump’s tactics of deportation, fear, surveillance, and violence.

Join us at the introduction of this legislation to protect our immigrant neighbors and strengthen Philadelphia’s Welcoming City policies—no matter immigration status.
