May 5: PA Senate, You’re on the Clock for 2nd-Degree!

Democratic leaders in the Pennsylvania House of Representatives have postponed a vote on a critical bill: HB 443, our movement’s bill to end mandatory life without parole sentences – death by incarceration – for second-degree murder, which the PA Supreme Court ruled unconstitutional in March. That ruling was stayed 120 days – until July 24 – to give the legislature time to act.

But the PA Senate hasn’t made any positive momentum on addressing 2nd-degree sentences, and they’re on the clock.

Over 1,000 people are serving an unconstitutional sentence & have been left dangling. HB 443 provides the best way for them to get a reasonable chance to come home.
